Eva Skvina is the apex of a woman who has just passed her chance of becoming an Endal or eagle rider in Wind Reach. She's tried so many times it has almost become a joke. Now though, she manages the Darvina Commonrooms. And extraordinarily she seems to know where every chamber is, who's occupying what where and for how long and what they owe the city for doing so. Eva is really good at what she does, and though she simply cannot see it, her common sense is too valuable to waste on becoming an Endal when the Commonrooms needed someone like her to take its organization under her wing.
